I just reinstalled Win XP and I am noticing "desktop.ini" showing up in a lot of directories. Not all, but sure is a lot more than I ever noticed before. They are all hidden, but I have show hidden as I did before the reload. SP2, no real software changes, just freshened things up a bit.

Can anyone tell me more about what desktop.ini is/does? Can I delete them or hide them (without turning off un-hide hidden files)?

Nothing to be concerned about. :)
Here's some information about the file on MSDN. You can delete the files if you'd like to. However, you will lose some of the folder customizations, as mentioned in the MSDN article.
 
I delete mine all the time, usually what I do is a search for them and then delete them all at one time. I never really noticed a change in folder views at all. I think they ar more for thumbnail view than anything,
 
yup they are for those pics that appear in the folder when u view a folder
