Dell 2405FPW VGA Only Issue

I bought a Dell 2405FPW recently, and just today hooked up the VGA cable. I use DVI to my primary machine, but wanted to share the monitor and thought that was the best way to go until my KVM gets sorted. When both are connected, or by itself, the DVI is fine. However regardless of the state the DVI connection is in, the VGA cable has some wavyness going. It is most noticeable when the XP Boot screen is coming up, as it is all black.

It may be the video card on the PC I was working with today, will know more when I have the chance to toss another machine/video card in the mix.
