Day of Defeat: Source, Valve's World War II-themed multiplayer action game, is approaching beta and will be available early this spring via Steam. Is this a separate purchase ... or can I download it off Steam if I already have HL2?

I think Silver packages and above will get it when it is available.
If you have Half-life: Source you will get it basically.
