I am looking for a little help preventing a clients son from messing with the date & time. Is there any way to remove access to the clock settings in Windows XP Home??

My first attempt will be to uncheck "Show the clock" in taskbar settings, but I figure the kid will figure that out in about 2 seconds ;)

Are there any regedits that will "eliminate" the clock??

I believe if you delete the timedate.cpl file, located in windows\system32 and windows\system32\dllcache, will elimate any access to the clock settings. You could also use TweakUI to remove it from the Control Panel. Anyone else know this for sure? I'll test it out tomorrow if you would like.
 
Don't delete the file, you can hide it from the Control panel:
HKEY_CURRENT_USER\Control Panel\don't load
add a new string value timedate.cpl and set it equal to no

and/or

remove the taskbar context menu
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer
add a new dword value NoTrayContextMenu and set it equal to 1
