customizing xp

hi, im new to changing how windows xp looks, so i wanted to know where can i get the weather icon that shows the current weather and the menu bar with shortcuts to programs for windows xp.

when i try installing desktop weather, i get this error:
the application failed to initialize properly (0cx0000135). Click OK to terminate application

I fink u need .net update from M$ installed to get da weather fing 2 work.
