CPU usage issue or bad MB or Processor

About 2 months ago my computer was running great with a meager nvidia 64 mb agp video card and a 6 month old Nvidia Geforce mother board. See below for all system inormation.

It played every game I owned just great.

One day it locked up. I went to restart and got 4 beeps of death. (I think it was 4) It would not restart. It tried but would not get past the power on self test and shut itself right down. I started taking out cards to see what had fried. (Video card and video capture card) It started fine after I pulled the video card so I Figured the video card fried. I replaced it with an Nvidia 5800 agp card. It ran started just fine but would lock up when trying to play any games such as FS 2004, world of worcraft etc. Also would lock up when trying to use any video benchmarking tools.

I thought I got a bad card so I returned it and got another one with a faster core speed(375) Nvidia 6200 AGP. This made no difference.

I've reformatted, I have all the latest drivers etc. I'm thinking maybe my motherboard or processer may have also been damaged. The computer is showing min of 80% CPU usage when sitting idle.

When I open a web page it goes to 100%.
if I open 3 windows it locks up.

I dowloaded process explorer as suggested by sombody here and it shows that 80-85% of my CPU usage is going to hardware interupts. I can find no conflicts. Anyone have a clue what I can do short of chucking the MB and Processor and building something new??

Test the memory with Memtest.
