Connecting a PC to 2 different workgroups....

If you use fixed ips you should be able to work that out.

Yes you can just plug n play and it will work however its recommended that you change both PC's to the same workgroup so as to avoid conflicts in the future. Also if you plan to add more computers to the hub I recommend you get a switch , too many pc's on a hub will have too many collisions .
