conflicting PCI

I have purchased a Dazzle DV Editor PCI Card and can not install it without receiving the yellow exclamtion mark and question mark. I have tried different PCI slots and uninstall/reinstall all to no avail, as there are no drivers necesary for the card, I am lost
 
FAST-Dazzle drivers 1.6 <--- nothing to do with that is it ?
