You need some bootable medium to access Disk Utility, which would enable you to wipe the drive, then again, some bootable medium to re-install the OS.
If you have another mac, you can restore the disc image to that mac, then install the OS to the iBook from that image. Though I think partitioning would be involved (Unless you have an iPod you can use as a temp external HDD).
