Capping Bandwidth on ICS??

Hello Everybody,

I have two computers in the house-hold that share my one dial-up connection. I would like to know if there is a way I can CAP the bandwidth that the client computer can utilize from my connection (the server)? I am running Windows XP Professional.
In addition, if there are any 3rd party applications I would also be interested.

No not with ICS. I think it's possible on some proxy servers, but proxies are messy to set up and use, so it's not really worth the trouble.
