Cannot Recieve files thru MSN MESSENGER

I have looked thru tons of posts and messed with all the settings in MSN messenger and I cannot receive files from others nor give someone permission to control my pc remotely. However I can send files to them and control other PC's remotely. This is driving me nuts!! I think I have messed with every option there is.....

Is there maybe a way to completely remove this program and re-install it ??

Is your firewall disabled?

I believe it is but how can I be sure?....yes i just checked and it is disabled.
