Cannot Change File Name

How can I make a file (txt) so that that the filename could not be changed. I have already made it ReadOnly but I don't want anyone to change the name of either. Any advice?
 
I don't believe you can do that ...
 
Windows renaming is actually a delete/create action.
If you take away the Delete/Write permissions on the file itself you should be able to prevent a rename operation.
 
I am trying to make the read only feature be carried over to a WinPE image I am creating.

did not know that, very interesting.

I suppose this is because a permanent record is kept in the master file table.

Not sure if it is because of the MFT record.
I just remembered reading about this a few years ago.
