Can I put icepack close to intake fan???

Of course it will cool down. But NEVER EVER below the temperature of the cooling air (room temp in this case). No matter how "big ass" the fan is. If the CPU was cooler than the air the effect would be the opposite, the CPU would get warmer, cooling the air. Laws of physics my friend. A way to get around this is to use a peltier plate or compressor circuit of some kind. But with just a fan, no way. Ever.
