blocking folders

i want to block some folders so no one else has access to them and i can't do it heres a pict of what i'm talking about and if someone can help that would be great

Also go to explorer and click tools then View tab scroll down and untick use simple file sharing

i fugured it out i was on Fat32 and when i switched to NTSF i could chage it
