best time to build new computer?

i was curious when the market is expected to lower prices on the higher end 32bit processors. my buddy wants me to build him something nice, but he cant afford anything NICE (64bit..)

i want him to have 3000XP or 3200XP.
 
well at Newegg.com the Athlon XP 3200+ is 215.00 dollars and the Athlon64 3000+ is 227 dollars...Athlon64 3200+ 283 dollars so they are not that far apart and all of those prices are retail not oem so take a few dollars off for the oem versions
