whats the best skinning program for windows xp?

there are a number for you to choose from... most yield similar results..

www.wincustomize.com has some nice links to both skins as well as the skinning apps to utilise them... a decent place to start..

however my knowledge of skinning is more limited than some of the resident experts 😀

they will be able to tell you how best to go about things...
