What's the best icon-changer program?

What do you mean "Icon-changer"? Are you wanting to make some Icons?

i'm planning to replace some of XP's default icons with some different ones...

Do you really need a program to do this. Pretty sure you can just right click on the icon you want to change and there is an option that says Change Icon, click on that and just go find where you saved the icon you want to use.
