Background Transparency and Drop Shadows Do Not Display on Desktop Icons

i did what the kb article i found on microsoft page

and still i can't get the transparency to work
what is weird tho is i have 3 profiles in my machine and two are xperiencing it but not the one
is there any tweak or editing on registry to make it work

is the one thats not having the problem the administator ?
 
You did check: Control Panel/System/Advanced/Performance/Settings/Visual Effects/"Use drop shadows for icon labels on the Desktop"?
 
the only profile that is working is not the admin
mine is the admin and how ever i click the lock desktop stil the same
i did the whole 9 yds
 
what's so odd was when i first logged in to my profile the shadows and transparency weren't showing at all. i tried clicking them with no avail. and when i created the other profile there it was every icon on the dektop have shadows and the titles are transparent. then i created the third profile there it was again same as my profile. no shadows no transparency
any one?

i went and did all the things needed to be done and rebooted and there they are all transparent and shadowed =)
