Background Switcher Powertoy

is anybody using the Background Switcher Powertoy?
i think it's a great idea, but i can't make it work.

i've installed it several times, but i can't see the new tab in my desktop properties.

On the readme file, it says that it might not work well on all machines, but i dont know if you guys find any solutions about this problem.

Run the .exe
follow it through.
Once it's installed, go Start > Run > regsvr32 bgswitch.dll > ok

that should give you the new tab
