Background only thing to change with Themes?

Hi im pretty new to XP home, and the first thing i did was install some themes.

Pretty simple, read txt, copy files to \themes\
, select the theme from display, and change windows and buttons.

But only the back ground chanages, the windows loose there current theme and just go grey.

I haven't done any tweaks or changed much, so im wondering what i need to do.
Any suggestions?
