audio out ripping program

is there a program that will allow me to rip anything that comes out of my sound port to wav or mp3 or any sound file?
 
Windows Media Player 10. I'm not quite sure though.
 
Audacity.
Just set the source to Stereo Mix and hit the record button.

It can save to WAV out-of-the-box, but you'll need something like LAME (lame_enc.dll) to save the file as an MP3.
 
Any sound editing program should be able to do it.

Total Recorder and Virtual Audio Cable will also do the job if you want to grab a stream that you can't normally snatch from the card.
