Any way to change Recycle Bin privileges?

I've decided that I want to take away a guest user account's Recycle Bin privileges. I don't really need to delete the Bin all together. Is there a way to just prevent them from being able to empty the recycle bin?
 
just change the properties on the c:\recycled (one on every drive) in security settings (presuming you're using ntfs), that might work,
 
I'm actually not using NTFS, and it doesn't look like I have any "recycled" folders anywhere.

if your not using NTFS then you can't change security settings (i think).
make sure you change the folder options to show hidden files to be able to see c:\recycled
 
I had it set to show hidden files and it still wouldn't show the recycled folder, so I told it to show protected OS files as well and then I could see the folder. There still aren't any security options though.
Oh well, I guess I'll just use tweakUI and kill the icon on the user's desktop.
