alternatives for changing logon screen

I searched around a bit, but couldn't find an exact answer for this. If I download a logon theme... let's say for ThemeXP... is there a way to apply the logon screen without having to install a separate piece of software? Will Resource Hacker do this, or can I manually do it in Windows? I don't want some logon randomizer or any such app having to run at startup or in the background... if I can get around it. :)
 
It's possible through the registry:

Go to
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon
Look for the value UIHost and change the value to the path of your new logon file. So, if the new logon file is at C:\Downloads\newlogonui.exe change the value of UIHost to C:\Downloads\newlogonui.exe
