after startup cant use taskbar

after the o/s starts up and the desktop loads i cant seem to do anything cus when i put mouse oveer the toolbar at the bottom it keeps showing that something is running and if i do msconfig to seee if theres a startup item running or task manager it shows nuthing running and im not sure about the msconfifg on wat i need running and not running to keep stability,also when i go to device manager and pull up the info on wha ive got on the pc the scrren comes up blank and nuthing shows ????? is there a waay to get everything back to stage one or default or primary state b4 any of my changeswere made
