address bar problem

I don't get it

my address bar in the task bar opens "msconfig" in notepad

and you guys were right...a run away tweak...when I put up the msconfig tweak to keep the nitification window from popping up, I tested it in notepad myself from my post

I left that on the desktop, and that's what run was opening
