Adding IIS Operator on XP Pro

I have evil Dev users (programers) that need to be able to adjust IIS settings on their XP Pro workstations (especially my web dev people). I do not want to make them admins of their box but I did not see where I could add them as a Web Operator under the Internet Serivices tap. I have looked in both the Properties of Web site and root of Internet Services and no where does it show "Operators" or where I can add users as operators. On Win2k server IIS it is very easy (right click web site - goto operators tab - add user) but I am unable to find that under XP PRO. Please help.
 
I had the same problem, due to the version of IIS that comes with Win XP Pro being so limited in functions unlike the Server versions (IIS 4.0, IIS 5.0) this option is not available, what I did was, if I needed them to be able to modify web pages I set the folder/file permissions accordingly, you could also try to make them members of the Local Network Configuration Group or Power Users Group. Hope this helps.
