Add/Remove Programs Parser Message

I have searched high and low on this and I'm hoping someone has the solution...

Regardless of who is logged into the computer, when using the Add/Remove Programs in the Control Panel, I get the following error message...

Parser Message: Value creation failed " at line 471

I'm seriously wondering if this has anything to do with any of the Services? I have no clue... I installed all the software under "Administrator" but as I said it doesn't matter who is logged on, it just won't work...

I got this same error when I changed my uxtheme.dll after I installed service pack 1
