Accessing User Account Menu from Run Prompt

I was wondering what the keyword was to access the User Account Managment from the Run Prompt?

I'm trying to create a Power User account using XP Home and logging into Safe Mode.

Thats the one you can access from Control Panel,

Do you know the one that looks like the Computer Mangement sreen?

You can't create a power user in XP Home.

Also Local Users and Groups (lusrmgr.msc) isn't available in Home Edition.
 
oops, I missed the HE part, of course yoyo's correct, only Administrators and Limited users are possible in XP Home. Another wonderful idea with respect to security from the genuises at Redmond.

I was told that if you log into Home in Safe Mode that you are able to create diffrent user accounts.

So far it hasn't worked.

If you want more control, just run this: compmgmt.msc

It's the whole computer management, which includes services, disk management, user management, shares, and all the other system snap-ins at once.
