when i try to access this program-it says it's not installed
how can i install this?
 
I believe you need to navigate to the Control Panel --> Add/Remove Programs --> Add/Remove Windows Components. There should be an accessibility option for you to check, and that will install what you need.
 
Should be installed by default. Try to type in the run dialogue accwiz.exe and press enter. There should also be an icon in control panel with similar functions. It is called "accessibility options".
 
yoyo- your suggestion -my machine can't find it
the problem is there is nothing my control panel called
accessibility options ,it used to be there but no-more
