a networking proposal?

Hi everyone, in order to b able to come up with a reasonable proposal, what are those questions which i need to put in mind in developing the context of a proposal?

Bsides, what are the critiria in evaluating kinds of network OS to be use? For example, upgrade network os to Novell Netware to Novel Netware 5, or switch to Microsoft Windows 2000 Advance Server.

May i know what are the factors that should b considered in evaluating these two options in order to select the right Network Operating System for the organisation’s future network.
