Default Updating "Root Certificate Update" failed with WU!

I am trying to troubleshoot an issue where I am trying to update the "Root Certificate Update" in Windows Update, however it keeps coming up as failed. I know that most of the Windows updates give you the option where you can download the update via the file individually if you go to that KB, however the "Root Certificate Update" does not give you that choice.



Any idea how I can update this?

CPU: Intel C2D E8400 {3.0GHz} | Mobo: Gigabyte GA-EP45-UD3R | RAM: GSkill DDR2-1000 2x2gb | HDD: Western Digital 640gb SATA | GFX: EVGA Geforce GTX-260 216c | Speakers: Creative Inspire 5200 | Operating System: Windows Vista Business x64

What is the reason that it provides?

I assume Windows 2000 (XP updates the roots list on its own).

Where do you get this file, so that in the future I can update this on my own without having to look for someone to give me the update???
