Question Local user printer restrictions

I've got my kids on a user account and have restricted the internet and etc. The one thing I am having problems with is restricting the printer. The kids have learning programs that print certificates when they are finished, but my printer is an Ink hog even in draft mode, I have looked everywhere and can not find out how to restrict the printer. MS help says to right click on the printer and in properties there is a security tab, well I do not have that. I'm running XP pro full version. any suggestions would be appreciated.
