Default program groups

Having just upgraded from W98, I cannot create groups for my programs as previous. From the start menu > programs, I cannot find a way to organise the programs installed. Any help would be appreciated.

goto your documents and settings folder, choose the acct who's start menu you want to edit. Goto the start menu folder and do what ya want
