is it possible to disable a users ability to create new user accounts in Windows XP Home? I still need the user to have full access to installing programs, etc. |

Not sure if the Home Edition wll have this, but you can try going to control panel, admin tools> local security settings... there you will find a range of policies affecting user rights.
