Default disabling user to create new user account

hey guys

is it possible to disable a users ability to create new user accounts in Windows XP Home?

I still need the user to have full access to installing programs, etc.

Not sure if the Home Edition wll have this, but you can try going to control panel, admin tools> local security settings... there you will find a range of policies affecting user rights.

try using something like 1st security agent should be able to do something like that
