Any number of ways - the easiest way is to open explorer, right click on E: drive and select format.

"Windows cannot format this drive. Quit any disk utilities or other programs that are using this drive, and make sure that no windows is displaying the content of this drive"

all windows arre closed and i don't have any disk utilities.

are there any files currently on e: drive? If not, try booting to safe mode in windows and then format.

I had the same problem. For me it was Norton Utilities. Do you have that installed?

Lonman's right. If you have Norton File Protection enabled it automatically protects all HD's by default, which means it is passivly accessing e: drive.
