Question start menu organization is annoying :(

trying to make my own folders for organizing shortcuts in my classic mode start menu has been a bitch. mainly because i come from win98se and this thing with multiple users is really got me kinda confused....

if i move things around in
C:\Documents and Settings\MY NAME\Start Menu\Programs
it seems like
C:\Documents and Settings\ALL USERS\Start Menu\Programs
has its own agenda....

like if i want to take the windows default ACCESORIES folder under MY NAME and move everything to a different folder, ALL USERS wil still make them show up. i can move both but this is kind of rediculous..... do you really have to keep them in perfect sync by manipulating both folders to make unified changes to your start menu? it seems like sometimes when i install a program it shows up in the damn ALL USERS and sometimes it only shows up under MY NAME

what i do is take everything from all users and make copies of it in each users account. That way each individual can delete what they want without affecting everyone. You're right, it's a pain in the butt.

It seems there has to be a better and quicker way.
I know what I want and don't want the other users (wife, kids) to have access to, also know I don't want them to be able to install, update, or add programs to the Start Menu. Add a Desktop Icon would be Ok as long as it was in the Start Menu. Group Policy Editor has the settings to do the access but I didn't see anything about an easier way to set up the Start Menu.
