Its not in C:\Documents and Settings\<Username>\Favorites ?
If there is only one user on the system that it automatically logs on to, it might keep them in C:\Documents and Settings\All Users\Favorites. Check in there. -JJB |

If that doesn't work...
Open up the Favorites list... right click a folder and click on Explore Should open up the folder... go up one and it'll give you all your favorites. MdSalih |

Tweak UI has an option to relocate all the "Special Folders"...
It has a very good use on XP, since there are there lot of those folders. |
