Well, first thing to try is deleting it from the folder it's in. Try opening up the folder C:\Documents and Settings\All Users\Start Menu and see if it has an icon there. If so delete it. Next place to check is C:\Documents and Settings\yourusername\Start Menu and see if it's there. I assume this icon is above all the folders in your start menu, where the Windows Update icon is.
