Default DB(Hex) CP/M, Concurrent DOS, CTOS - what is this???

I had checked my hd from my dell 9100 and I have a 40Ghd but only 33G shows and i was wandering why. i had checked the hd by installing Partition Magic and I had found out that there is a part of the hd that has this label "DB(Hex) CP/M, Concurrent DOS, CTOS Serial No. None". What is this info? can i reformat this part so that i can use the space or is it a protected-hidden section used for Dell restore? thanks.

OK. I've found out what it is. According to the Dell website, if you delete this partition you will not be able to restore your OS. Refer to this website for more info:
