Default throttle network

I have net worked two machines together (twisted cable)but would like to throttle the internet connection on the second machine, how do i do this ? Can i set it up through the internet connection or through the network connection.

If your talking about throttling the speeds of downloading/uploading ?
there is a software program called Netlimiter http://www.netlimiter.com/
