The new Office 2003 has features that allow such things as expiring a document, allowing certain people to view only certain parts of documents as well as other features. This module only allows you to view those new documents. If you do not use Office 2003 or any of the components then you do not need it.

Why do they talk about "machine activation," then?

like I said... if you do not need the item then don't install it. If this PC is not part of a domain then don't install it because it uses AD anyways. If you are running and illegal version on Windows XP (not saying that you are...) then don't install it.
