Default XP Home Edition and Admin rights

My wifes computer is running XP Home Edition and there is only one user name for the computer and the guest feature is turned off. Is there any reason that we should see a message advising us to sign on as System Administrator in order to view or make changes to start up processes on the computer?

well if you made your wife's account a limited account yes you will see that message.

If there is only one account this one has administrative privileges.
When and where do you get this message?
