Unhappy Too many connections?

Any ideas why i keep get this message??

The database server was moved from UK to the US. However, when mySQL was compiled on the new server the default number of maxium connections was set, not enough to run a site such as this. When that default level is met, it blocks all other connections until one becomes free, i.e. the message you see. In order to correct this problem, the level must be raised by 'waddy' as Jewelzz mentioned above. Just a brief explaination.
