Use XP Powertoys (TweakUI) to re-enable balloons, in the Taskbar section.

Open regedit and navigate to:
[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVerson\Explorer\Advanced] Set the DWORD value "EnableBalloonTips" to "1" (without the quotes!) to enable it. |

dang and all along I thought to show pop-up descriptions(ie balloons) for folder and desktop items - ya did it this way:
Click Start, and then click Control Panel. Double-click Folder Options. On the View tab, select the Show pop-up description for folder and desktop items check box. Guess I have been doing things the hard way all along - I should have done it through the registry or another progam!
