Question 16 bit (MS-DOS) Subsystem error

Im a little stymied about resolving a problem...Trying to load some software..Quicken as an example..and running some software such a various applications within a utility suite...I get this error message titled 16 bit windows subsytem..C:\windows\system32\config.nt. "The system file is not suitable for running MS-DOS and Microsoft windows applications. Chose close to terminate the application" Basically I cant load quicken and other software, and I get the warning on operating some already installed software but it still will run.

Ive tried the "go back" option still have the same problem.

When I do the first step i get a promt window but i also get the warning

I am unable to find the config and autoexec file mentioned in the second step. In the NTFS system?
If anyone has any idea and could clue me in a bit it would be appreciated
