yes, generally with ATI drivers it's best to uninstall them, remove all ATI registry entries, reboot, and then install the new drivers.. once upon a time I just tried installing new drivers without removing the current set and ran into major problems.. there's lots of info on working with ATI drives at www.rage3d.com
