What do you mean by "Common Folder Tasks?" If you are talking about folder settings, simply change the setting in the directories you want and it will remember those settings (overriding the default).

Nah the tasks in the left pane are a global option I believe, so a folder can not retain the tasks other then the small individual ones like show slideshow, play all and such other then by changing the folder type (video,document, etc)
