Default Windows NOT allowing installs?

Hello,
this is the first time i have experienced this one...and i really dont like xp anymore :P
Upon attempting to install norton antivirus 2002 i get:
the system admin has set policies to prevent this installation....
now, im loged in as admin, i am admin, and i wont let me install....i havent changed anything either...other then trying and failing to get norton to uninstall and reinstall..some sort of bug....certainly not user error :P

any ideas ???
