had same problem on uTorrent 2.2.1
tried it at my works ISP and my homes plus my neighbors. I thought ISP was throttling, until found this be of help:

uncheck: Apply rate limit to uTP connections

supposedly version 3 has the bug fixed, but have not tested it.

If you messed with uTorrent and changed things from the default settings, you can mess up your speed.

He mentioned that it occurred with several clients though, that rules out uTP issues.
