XP System will not restart

I have a AMD 1.33 T-Bird running on XP Pro. The motherboard is a PC-Chips 830lr. Here is the problem:
If I choose to restart the machine it will go through its normal shut down, the monitor will turn off and the power supply stays on. When it gets to the point that it should begin its restart the 2 cd roms ( Both on the secondary IDE ) flash their lights and the system never boots.
If I turn the nachine off and turnit right back on, it does the same thing. If I let it sit for about 30 seconds or so and turn it back on it will boot properly.
It does the exact same thing if I choose to shut down. The system will turn itself off but will not boot unless I wait.
I have updated the bios to 011215s. I have changed out both IDE cables. The bios only thinks that it has a primary hard drive (I let XP find the rest ).
What could I possibly be missing? Any leads will be appreciated.
 
What size power supply is in that baby ?



sounds like a power issue to me

This is a 300 watt PS. Since it is fine after cool down, do you think it may be over heating?
